There was a recent discussion about appropriate use of the
eclipse.org-committers mailing list.

The Architecture Council acknowledges the need for both:
(1) a forum where all committers can ask questions or exchange ideas freely,
(2) an official announcement channel to committers, not spammed by anything
else.

We therefore request creation of a new mailing list:
   eclipse.org-committers-announce
to be used exclusively for announcements to all committers. All committers
should be auto-subscribed to this list, and only privileged personnel should be
allowed to send E-Mail to this list. The existing eclipse.org-committers
mailing list should be re-interpreted as a mailing list for discussions among
committers (changing the web description of the list).

The rationale for re-interpreting the existing mailing list is that many
committers may already have E-Mail filters for that list and will likely be
hurt less by more traffic going into their existing filters but the new
committers-announce mailing list popping right into their inbox. We think that
this approach to solving the problem is also in line with the recent poll among
committers how they want to see it solved [1].
