Jakarta Common Annotations

Ray resigned as PL. Will not search for a new at this point. Dmitry will be able to get resources from Oracle to finish it for Jakarta EE 8 release. Suggestion to incorporate into Platform Specification in the future.

JAX-WS

Not a part of Jakarta EE 8 Currently a part of Java SE 8. Must be included in Jakarta in the future since they have been removed from Java SE 9+. Also applies to Activation.

Recommend to start preparing these specs for final review after the Jakarta EE 8 specs enter final review.
