OK, we need someone to investigate further with the PDT team.
In the past there has been discussion around non-committers having various rights in Bugzilla (to manage bugs). In this case perhaps that is more relevant? The main value in being a committer is write access to the code repo and website. Voting it interesting but really we only ever vote for additional committers and the occasional component/project creation. Neither of these seem at play here. In short there are lots of people who make valuable contributions to projects in various ways but do not have a need for commit rights. Jeff Schaefer, Doug wrote:
