In the past there has been discussion around non-committers having
various rights in Bugzilla (to manage bugs). In this case perhaps that
is more relevant? The main value in being a committer is write access
to the code repo and website. Voting it interesting but really we only
ever vote for additional committers and the occasional
component/project creation. Neither of these seem at play here.
In short there are lots of people who make valuable contributions to
projects in various ways but do not have a need for commit rights.

That's novel ... so would be good to ask.
But, besides "committing code", its my understanding a committer can be
anyone who contributes in any way to the project, and being a committer
gives them "voting rights" on issues in the project (if a vote was ever
needed). So ... maybe this "decision maker" role is what they had in
mind?
