I think we can simply release 3.0.0 and 3.0.1 and so on and clearly
state that users that upgrade have to expect even more breaking changes
until the 3.1.0 release.
That way we can iteratively remove/break things and still release as
often as we want. People can use the filter [1] to see what they have to
expect to see breaking until we enter 3.1.0.

Sure, we fix regressions; but there will always be more refactorings to
do, we cannot claim that "we've done every possible desired
refactoring", and I don't think we should wait for that to release 3.x.
So one question would be, what about just removing and refactoring stuff
in current master, even if it's 2.7? What are the changes that make some
of those changes more breaking than usual? (we need to discuss it for
each change on each PR).
