Yes, we do do a Review for all major project changes. You can schedule a review by sending email to Anne at emo@xxxxxxxxxxx - I believe the next slot is Wednesday, January 31st. Like all reviews, you need to get the slides submitted at least one week in advance. You can see slides from previous Move Reviews in the review archives, for example: PTP and AspectJ.
The reasons you list sound perfectly reasonable.

I couldn't find a specific mention of a "Move Review" in any Eclipse Development Guide, but
John Duimovich said from his experience we needed one and sent me an example. So, I wanted to confirm
with you that we need one, and if so, to ask if we could get one scheduled soon.
