[tools-pmc] Proposal to move JEM from VE to WTP

As discussed, the Tools PMC has agreed
to the proposal from the WTP team to take over the JEM component. The lead
for VE has also agreed to the transfer and intends to use the new component
as produced from WTP.

WTP has a critical need for this Java
EMF Model for the Europa dev target. Their plan is to upgrade
it to use EMF 2.3, build it, run JUnit's, and fix serious bugs with JEM.
