[tools-pmc] Approval required for contribution to PTP project

The University of Oregon contributed some code to the 1.0 release of  
PTP to provide an interface to their TAU performance tools. They have  
now updated this contribution to add new features and make it more  
generic, so other performance tools to use the functionality.

The contribution is attached to bug# 168292 (https://bugs.eclipse.org/ 
bugs/show_bug.cgi?id=168292). It is licensed under the EPL, and  
provided by an active participant in the PTP project (Wyatt Spear).

Would you please provide approval to initiate the IP process?
