I think this is rather a special situation.

In any case I wanted to mention that being a committer is not strictly 
required to contribute to a project, it only gives you ability to press 
the merge button but as I assume you review the PRs anyways its maybe 
not a big deal *who* presses the button.

So if Alan wants to engage again, he just can open PRs, Issues, whatever 
and getting things done with a little side-car help of you both and you 
can simply restart the vote after a few PRs are merged what is usually 
easier to show merit than a letter of intend.

Just as an idea from my side :-)
