I suspected this and as a result, found the issue within PDE. The
generated self-hosting profile does not contain any properties at all.

Do you know other properties which must be set at a profile to work
correctly? The remaining challenge for the self-hosting profile is to
include feature and product IUs. Currently it contains just bundles.

But thanks for the tip of exporting once and using that profile for
self-hosting.
