The prior access is the nightly.
The announcement is poste on this mailing list for commiters and also on the forum and the news on papyrus website.
To know the new features, the information can be read on the part incoming of the wiki page:
https://wiki.eclipse.org/Papyrus . it is maintained every month for paragraphs on functionalities or set of fixed bugs. And the list of fixed bugs is a request on the Bugzilla ;D
As soon as the oxygen 3 is available, incoming becomes news in the wiki page. Forum, mailing list, and news on the webpage
will updated for information from the part news.

Thank you for letting us know in advance.
Is there a way for those who have built tools on top of Papyrus to have access to this prior to the release date for testing (e.g., a nightly build for this work)?
Is there an outside facing announcement (e.g., web or wiki page) that makes this announcement and describes the fixes and the additional feature?
It would be great if we could let our toolsmith users know about this early to help ensure an easy transition.
This is the kind of information, available in an open manner, is a great initiative to help our community!

In order to make available important bug fixes on Papyrus in its Oxygen version, we will make a new service release of Papyrus, Papyrus 3.4. This latter will be
available on May the 21th . It will include bug fixes for the sequence diagram editor but also bug fixes of the Papyrus Layers feature and a new extra feature for profile evolution management.
