From my own point of view, it seems the project can deal with the time it takes to get a review. We could identify a routine to use to achieve specific dates though. Is that in the projects control or something we need the committee to approve?

Sure, I think there's a great deal of flexibility in how the project manages itself.  Definitely areas around recruiting new committers, deciding processes for proposing features, merging PRs, and generally getting day-to-day work done is all under the purview of the project itself.

As long as it adds up to a spec & tck that can pass a specification committee vote, almost anything that happens up to that point is up to the project.
