Isn't it the intention to keep the licenses as they are for the different repositories? I agree with Ed that dual licensing would be a tad much for examples. 
The project can manage repositories that have different licenses.

If so, what would the point be since any user would almost certainly opt for the zero clause option. I'd previously objected to changing the license of material that was contributed by Oracle. My ask for PMC is to approve creation of Eclipse Documentation for Jakarta EE so we can finalize the project creation.
