EMF Javascript proposal

I have just sent a proposal for a new sub-project under EMFT, for providing
support for using EMF with Javascript. The code is already part of e4, but
since it's useful outside of e4, I thought it would be better to propose it as
a standalone project.

Now I need a mentor, hence this request.
