I think that I've already stated the policy in comment #7. Technical,
project-related conversations need to happen transparently using existing
Eclipse channels.
This is actually already stated in an Eclipse policy. I would refer you to the
first paragraph of the "Contributors and Committers" section of the Committer
Guidelines[1]. 
We are not going to offer any more facilities for anonymity than the many which
already exist on the web.
