[eclipse-pmc] Support of OSGi declarative services version 1.2

Hi,
Please give PMC approval to continue with the IP check of
https://dev.eclipse.org/ipzilla/show_bug.cgi?id=10543 for the initial
code contribution to support OSGi declarative services version spec
version 1.2.
I know the deadline if approving for CQs for Neon and IMHO it would be
a shame if Eclipse Neon would still not be able to support OSGI ds
Spec version 1.2 as the 1.3 has been released meanwhile.
The OSGi bndtools are supporting this for a long time.
I believe Peter (cc) would be able to make adjustments, if requested,
but not necessary very short term.
