Yes, I did. The server at ecftcp://ecf.eclipse.org:3282/server was down, and the rest of the instructions were very hard to follow.

In particular:

* It isn't obvious which set of commands should work with ECF 3.1

* ./eclipse -console -application org.eclipse.ecf.server.generic.Server terminates with complaints about namespace collisions

* While I've managed to get Equinox running under Tomcat using the bridge.jar, it isn't at all obvious what I need to do next, nor indeed whether this is a suitable way of proceeding. Not being a Tomcat/Equinox expert isn't helping, of course.

But another reply has made me think of jabber. We've got an internal jabber system already - is it worth me investigating that route?
