Formally this does need a PMC vote, would the PMC please 
approve TmL's re-use of Commons Net 2.0 from Orbit:
 
Less formally, I just went ahead and pro-actively +1'd this 
on IPZilla. Note that the PMC can still revoke this, but since it's

just re-using Commons Net 2.0 from Orbit,

just updating from Commons Net 1.4.1 to Commons Net 2.0 inside 
  TmL
 
it is pretty obvious that you need this. 
Given that time is scarce moving up to Galileo, I suspect that the 
minimal risk of getting a PMC -1 after the fact is smaller than losing 
time.
 
Anyways, would the PMC please formally vote 
.

  To make it clear, you MUST file the piggyback CQ for 
  re-use.
  There is NO CQ that would be valid for all of a toplevel 
  project.

    No. Every project needs a piggyback CQ for their own 
    use. It is fast and easy to do via the portal ("re-use 
    existing...")

      Sharon is asking if we need to file a CQ for Commons 
      and ORO. Fantato thought he recalled that we had a blanket CQ for these 
      for all of DSDP, but I can't find any mention of it in the mailing list 
      archives.

      as I know you 
      are leveraging Common Net, you'll have to update to 
the
      latest Orbit 
      stable build for your Galileo RC1. There was a change 
      requested to 
      remove the ant classpathEntries extension from Commons
      Net, which I 
      did. We need to make sure that we all use the same 
      version
      of commons net 
      in Galileo.
