Markus didn't announce here despite being prompted, and while I'm sure he's documented what exactly he does, even I don't know exactly what that is.  I don't expect it's all that onerous.  In any case, in this thread you can see that he's offered to walk someone through the steps:

Looking from a distance I wonder:

* Is building "the packages" an effort X multiplied by the number of packages?

* What's the difference between downloading a package and installing the
  equivalent software via the installer?
  - After installation, are there any user-observable differences?
  - What is the effort of maintaining the corresponding Oomph setups?
  - What exactly would we loose if installer would be the only download option?
