Of course there's no such thing as a bad question, but I think the question below is kind of the wrong question at this point in time.   At this point, the "we" who are doing the tasks, time consuming or trivial, as I've already spelled out are Fred, Markus, and Ed.   Fred will continue to do what's needed, so we can expect the M2 train repo leave the station as usual, and can expect that to continue into the future.  So the train repo functions even in the face of complacency, so perhaps we ought to strike that from the discussion, until Fred (the Foundation) threatens to stop doing this.  But Markus will not continue do to what's needed, so who will make sure M2 packages arrive?  No one. This problem is imminent. It will not be solved because Fred or I have less work on other "unnecessary but time consuming tasks". Of course Ed can probably be counted on to do what he always does, so we can all at least hope that he just does his usual thing. Maybe even assume that he'll just do Markus' thing too because Ed is crazy.

So it seems to me we cannot focus so much on the "what" as long as there is no "who".  I.e., I think it's misguided to assume we can squeeze a "who" out of thin air by changing the definition of what needs to be done.  M2 definitely needs to happen...
