[theia-dev] Monaco Upgrade Done

Hi folks,

for better or for worse, I've pushed the "merge" button on https://github.com/eclipse-theia/theia/pull/9154 We have one failing test (https://github.com/eclipse-theia/theia/issues/9692) which will be addressed. Please keep an eye open for any breakage, as this was a _large_ change.

Thanks to all involved in writing, testing and reviewing this PR. Eight people from four Companies were involved and hopefully no animals were harmed in making this update. 

I was very pleasantly surprised at the professional manner in which feedback was given and also received on this PR.  When we cooperate in this spirit of good will, we will achieve great things.
