Note, that for your input, the number of vehicles departing in the 0-probability periods is still much lower than in the surrounding periods.

You can test this with sumo/tools/output/attributeStats.py ps_opp.xml -e trip -a depart -b 3600 -q --hist-output hist.txt --x stats.xml
