It might be a big deal, but honestly I think it is time to change this. When the EF was founded it was a club of enterprises. As of today, there are many individuals and JUGs providing valueable input to many projects. It simply is fair to let these people have a say in all decisions, too. I do not like the idea that votes are related to Dollars. Glad the Guest membership allows e.g. JUGs to participate, although they have no say unlike the Partner Members in the JCP at least in the Executive Committee. Since they are called Associate Members they have approximately the same rights (vote for the Board etc. I assume, but not as formal members of a JSR EG in the JCP either. Other organizations like the OGC (also a Solutions member of Eclipse Foundation) have their own Associate membership category: http://www.opengeospatial.org/ogc/join/levels#Associate And it sounds not so different regarding criteria for joining, but unlike Jakarta EE WG or other Eclipse Working Groups the OGC does grant Associate Members voting rights in its Technical Working Groups and standardization efforts.
