Thanks for the update. Glad the Guest membership allows e.g. JUGs to participate, although they have no say unlike the Partner Members in the JCP at least in the Executive Committee.
Since they are called Associate Members they have approximately the same rights (vote for the Board etc. I assume, but not as formal members of a JSR EG in the JCP either. Other organizations like the OGC (also a Solutions member of Eclipse Foundation) have their own Associate membership category:
http://www.opengeospatial.org/ogc/join/levels#AssociateAnd it sounds not so different regarding criteria for joining, but unlike Jakarta EE WG or other Eclipse Working Groups the OGC does grant Associate Members voting rights in its Technical Working Groups and standardization efforts.

I am pleased to announce that the review period for the Jakarta EE Working
Group (formerly the EE.next Working Group) and its charter has successfully completed. This
working group is now officially created. Any future revisions to the charter
can be approved by the Steering Committee and the Executive Director.
