[eclipse.org-planning-council] One exception to the signing requirement ...

I wanted to bring your attention to one jar that can not be signed, for 
technical reasons ... at least I think it's reasonable to classify that 
way. See

It's unfortunate situation, but the point of this post is to give you, the 
Planning Council, a chance to review and voice your disagreement or 
objections, about granting an exception. After all, our agreement with 
each other was 

"Projects must use signed plugins using the Eclipse certificate. 
Exceptions must be authorized by the planning council for technical 
reasons."

and I didn't want to be a bossy so-and-so forcing my decision on granting 
an exception on everyone else (if I did, I'm sure Oliver would set me 
straight :) . 

I don't think we need to document agreements, in this case, but please do 
comment in the bug or voice your objections if you have one.
