Re: [eclipse.org-eclipsecon-program-committee] Technology & Scripting sub-PC have made our decisions

I expect we can make our reallocation decisions simpler if each track owner
accepts/declines those talks/panels that they are positive about (taking
into the criteria discussed earlier).  The remaining talks and allocations
will be much simpler to consider once this is done.

As we approach the holiday season, it would be great to do this asap.
However, I expect that as with the tutorials, we will still be discussing
final decisions up to and after the 30th deadline.
