[wtp-releng] Java EE Tools release for 1/21 I build/declare

Folks,

      After much work and testing, we are finally confident in releasing
our changes to the WTP 3.2 integration build.  There are a few bugs of
note:

https://bugs.eclipse.org/bugs/show_bug.cgi?id=297653 - deploy now goes
through the flat model
https://bugs.eclipse.org/bugs/show_bug.cgi?id=273344 - a major bug that
disconnects the source from the EMF model
https://bugs.eclipse.org/bugs/show_bug.cgi?id=264105 - a hotbug

I am releasing now and request a "respin" (not that there has been an
initial spin yet) before teams start their testing.
