[wtp-dev] Builds suspended, M5 Status

Due to the release of 3.1, eclipse.org servers have been under heavy 
load and stress,  webmaster has asked everyone to "Postpone any 
bandwidth-intensive eclipse.org operations".  Obviosly, this will have 
adverse affects on our M5 release.  This will be lesson learned for 
scheduling close to platform releases next time.

We are therefore suspending wtp builds.  We will resume the builds and 
discuss recovery plans when the problem is better understood and/or fixed.
