Someone wiser than me figured out that most of WTP's editors could offer 
much of what was in the new file wizard via Content Assist, using a new 
New File template context and some judicious variable resolvers. Perhaps, 
in the future, we'd just have a non-extensible toast of some kind pointing 
out that how to invoke Content Assist if we see an empty editor, opened 
and active, but unmodified for some length of time.
