Actually, it's not necessarily a bottleneck, we can start with trying things in the e4 incubators:
* Defining content-type->newWizard extension point and registry
* Draft a proposal of a new file wizard consuming this extension
* Draft the initial proposal of showing the wizard when one opens an empty file
Then we'll be able to try various approach and migrate what's most consensual to Platform UI.
