That's not mandatory in a 1st time. Creating a release record here is just a way to say that we expect a release in tm4e as part of Photon. The release date is planned on the same day as Photon.

For sure, the release record will eventually need to be filled by the typical info expected from a release, but it's not something that has to be done immediately.

Not exactly. There is no need to release TM4E immediately, so the steps are 1. preparing the release record than 2. announce on cross-project-issues-dev.

To create the release record, get to https://projects.eclipse.org/projects/technology.tm4e, log in, and click the "Create Release" link on the right column. The form will drive you to provide the minimal necessary pieces of information. I think since TM4E didn't have any release yet, it would be fine to make the Photon release be a 0.3.0 -so we leave room for 2 intermediary releases-. What do you think?
