Hi Jason,

The project lead for a provisioned project such as M2E is not changed  
via the proposal. That document is fixed/archived now that the project  
has been created.

To change the PL, we update the Foundation database at the request of  
the PMC of the top-level project. So if someone on the Tech PMC will  
send email to EMO asking me to replace Eugene with Igor, I will take  
care of that. Thanks.
