Bjorn’s reasoning makes sense to me.
Having said that, I would still encourage project leads who can put up with the
mail traffic to subscribe to both lists. You never know what you might learn
about what your PMC is up to or what’s going on with projects around you.

we need two mailing lists?
I'm a +1 on two lists: one for the PMC to have
conversations, another for the PMC to announce things to its constituent
projects. The project leads are not part of the (now active, yay, thanks Wayne!) PMC in-group.
They don't want to be: they have their own in-groups. So it is (as Denis
explained) unrealistic to expect the projects to listen to our chatter.
At the same time, we want to have a way to talk to all the projects under our
wing without having to go to each list individually. Hence the second list.
