Hi Michael,
thank you for raising this. I do not have a license for the OmlFgServer myself, so I cannot say under which terms it could be redistributed. The server and the accompanying dlls are part of the LISA+ software suite.
In PyLiSuM I simply use the OmlFgServer that is linked on the original LiSuM page, where the link points to a private GitHub repository. I compared it with the version shipped in the LISA+ academic suite and found no relevant difference. Therefore users who have the suite can take the files directly from their own installation.
From my side I can remove the server and the dlls from the repository and keep only the folder structure. I would then document in detail where these files can be found in the LISA+ installation and into which folder they have to be copied. In that case SUMO would not distribute anything license-critical, and users with a LISA+ license can still run PyLiSuM without extra effort.
One more word on the motivation. PyLiSuM keeps the whole workflow in Python, so it fits directly into TraCI and into the current work on AI-based signal control, where the common reinforcement learning frameworks are also Python.
Would that work for you? If yes, I will prepare the repository accordingly and send you the updated submodule.

The code is here: https://github.com/TU-Dresden-VPA/PyLiSuM. I am happy to make any adjustment you need for the submodule integration.
I have also drafted a short description for the LiSuM documentation page (LiSuM - SUMO Documentation):

My name is Markus, and I am a researcher at TU Dresden. I presented PyLiSuM, a Python implementation of the LiSuM middleware, at the SUMO User Conference 2026. I am writing to ask whether PyLiSuM could be contributed to the SUMO project.

PyLiSuM is a Python-based middleware for coupling SUMO with LISA+ traffic signal control. In addition to reproducing the main LiSuM workflow, I have extended it to support the reception and processing of R.09 telegrams.
Last year, I discussed the project with Dr. Michael Behrisch. He suggested two possible integration options:
- Keep PyLiSuM in our existing repository and integrate it into SUMO as a Git submodule.
- Transfer the code directly into the SUMO repository through a pull request.
My preferred option would be the Git submodule approach, as this would allow me to continue maintaining PyLiSuM in our chair’s repository.
Could you please confirm whether this work would be suitable as a contribution to SUMO? If so, I would appreciate your guidance on the next steps, including the preferred repository location, documentation requirements, and any licensing or technical requirements that should be addressed before preparing a pull request.
