i'm not sure what you mean by duplicated lanes. Please provide minimal input files that show the issue.

On SUMO 1.3.1 it seems a vehicle automatically changes lane on stop in duplicated lanes. Even with all lane change attributes set to 0.

Is there any workaround to make vehicles not change lane?
