[stellation-res] Forgotten fixes to Eclipse client

I forgot to mention two other fixes in the patch for #31581:

- ScmEnvirons.initJDBC no longer throws exception if Postgresql not found
  (since this is now an expected occurrence)

- 'team private members are visible' after initial sharing;
  Fix made to scm.ui.wizards.ScmConfigWizard.performFinish
   (which badly needs refactoring, another time)
