[stellation-res] Bugzilla #31468 created for new build-core.xml script

I've just created Bugzilla entry #31468 for my new version of build-core.xml.
This is a fair bit less complicated (and more commented) than the
previous version: org.eclipse.stellation.core/build-core.xml.

I understand that Mark is planning to revamp the build process
to further unify command-line and Eclipse build processes.
However, for now, this is the best method I'm aware of for
installing a Stellation server (which I need to do remote-mode
testing for the Eclipse client).

Perhaps someone could test the file attached to #31468?
Even though it will probably be obsolete fairly soon, I'd like
to check it in for others who may need it.
