[stellation-res] Updated build documentation: Bugzilla #31457

I've entered a bug for out-of-date build documentation, and
added a zip containing two HTML files as an attachment to #31457

EclipseBuildNotes.html - describes both command-line and Eclipse
build processes for Stellation.

FeaturePackaging_0v3.htm - describes building Features in Eclipse 
(including the
Stellation CM feature).

Could someone please check the build process described in EclipseBuildNotes?
