[stellation-res] Proposed Changes in Bugzilla (#31581 )

Hi,

I've just created Bugzilla item # 31581 for  a set of changes to cli, core,
scm.model and scm.ui.  These changes correct several problems with remote
access in the Eclipse client, comply with recent changes to core
(Bugzilla#30515), and update project version numbers.

I would like one of the committers to verify the patches before checking 
them in.

These patches should be applied against the CVS version current as of 2pm 
EST 11 February 2003.
Changes include:

CLI
fix to workspace.Project.getModifiedArtifacts

CORE
fix to StringMap.equals method
major overhaul of build-core.xml
     (needed to install Stellation server,
     helpful for command-line building)
plugin.xml - update version#

SCM.MODEL
scm.model/*.java	
   AccessSpec localhost support;
   ScmEnvirons makeConnectionOptions hack (for local postgres support)
   ScmModelPlugin: improved logging support
scm.model2	
   changes to comply with recent Core changes by mcc
   work-in-progress changes for clientCore (minor)
scm.tests
   changes to comply with recent Core changes by mcc
plugin.xml - update version#

SCM.UI
plugin.xml - version#
scm.ui/*
   AccessSpecDialog (localhost support, remote mode fix)
