Personally, I like having a separate ChangeLog for each plugin component;
that way I can easily see what (if anything) has changed in a given component.
W.r.t. org.eclipse.stellation.scm.model/doc/ChangeLog - that ChangeLog
is specifically for changes to the client core (model2 and test packages),
with the toplevel ChangeLog org.eclipse.stellation.scm.model/ChangeLog
for changes to the 'running' version of the scm.model plugin.

My preference: leave it the way it is.

I think one should suffice. If there's approval I'll merge the
existing ones together, check that into 'plugins', and delete
the others.
