[stellation-res] Downloads area reorganized: libraries required by Stellation are now available

I've just overhauled the Downloads section of www.eclipse.org/stellation.
It now includes links for:
* The six libraries needed for building and running command-line Stellation.
* An 'Eclipse Feature' for installing the four libraries needed by the
Stellation CM Eclipse client (the other two libraries are already part of
the standard Eclipse distribution).
It's hoped this will significantly reduce the setup work needed to build or
run Stellation.

I am currently working on Ant scripts for packaging the Eclipse-related
Stellation source.
When this is finished, Dave Shields will integrate them into his 'Nightly
Build' scripts, so
that we can easily post regular source drops to the Downloads page.
