Actually, I was thinking about my response and realized that it was a
bit misleading (and kinda short. ;-) ).
By default, a CVS client (such as WinCVS and Eclipse's CVS) will prune
empty directories. The reason that they do so is because CVS doesn't
know how to version a directory (how do you create a ,v file for a
directory? And then how do you populate branch/tag/version
information into that file?), so, to get around the problem of all
these empty directories lying around, the prune "feature" was added.
;-)
The decision to prune (or not) is left up to the client, so the server
is very happy to send the directory information over, which is why you
can still see them in the Repository Explorer, and why, when you try
to download the info, you don't get anything.
