[stellation-res] Checkin of core component, added Changelog

I just checked in main@@5 of the core component in both Stellation
and CVS. This contains all of the bugfixes up to main@@4, and
adds a changelog file.
From now on, when you commit a change, please first put a date and
time in the changelog, and if you're one of the IBM people using the
Stellation self-host repos, put the Stellation repository version number.
This will help the outside contributors and the IBM folks know which
versions correspond.
I'll be adding changelog files to the other components as changes occur
that require sync checkins.
