[stellation-res] Fix problem with export to directory, drop needless warning message

Delete message about adding directory with trailing '/'.

Delete some needless trace statements.

Fix problem that caused 'svc export' to directory to fail, by
providing new constructor for Project that allows the use of a workspace
without assuming the workspace contains agent specifications.
