I’ve answered from the top of my head below. Please correct me if I’m wrong and elaborate if necessary. Much of this is detailed in the charter.

All member representatives and guests. I believe we have agreed to be quite open and pretty much allow anyone to attend. However there might be issues that should be discussed only by the SC members.

Participant and Steering Committee members are voting members. See the charter for the requirements.
I think the only voting we ever had was for electing Chair and Secretary of the Steering Committee.
