Re: [rt-pmc] Updated charter

I avoided the word MUST for using OSGi as the modular technology of the RT projects.  I wanted to put a bullet in there about developing OSGi technologies as one option for a modular runtime, but I think it should obviously be open to other technologies.

...and the same is obviously true of Vert.x as well.
