Hi Peter, when I started to contribute to PDT (a few months ago) I spent a lot of time understanding how to do that, and updated https://wiki.eclipse.org/PDT/Contributingaccordingly. By the way it seems that something changed recently: that page requires to be updated again (but sincerely I don't know how ;).
