I believe you also need to personally sign an Eclipse Contributor Agreement (ECA).

There is a "contributing" doc with some basic guidelines in the Python repo:

To do smaller fixes, yes, just send in a pull request.
If you want to do something larger, as with any open-source project, I would think to file an Issue first to start a discussion about whether people agree with your proposed approach and whether it's worth proceeding.
