I believe you also need to personally sign an Eclipse Contributor Agreement (ECA).
There is a "contributing" doc with some basic guidelines in the Python repo:
To do smaller fixes, yes, just send in a pull request.
If you want to do something larger, as with any open-source project, I would think to file an Issue first to start a discussion about whether people agree with your proposed approach and whether it's worth proceeding.

By the way, I’ve contributed in the past to another eclipse project (unide) and my company (CONTACT Software) is a member of the Eclipse Foundation (https://www.eclipse.org/membership/showMember.php?member_id=1252)
so I guess that means less “paperwork” to do.
