that's strange. I'm sure we've had bugs raised by people other than committers before. Does the error message give any more information?

you should be able to raise a bug once you've created an Eclipse.org account (https://dev.eclipse.org/site_login/createaccount.php). It's a while since I did this myself, but I'm not aware of the process being too onerous. Did some part not work for you?
