In order to address this bug

I would like to increment the minor version number segment (i.e. from 
3.0 to 3.1) for the filetransfer bundles contributed to the platform 
build.  In the interests of avoiding trouble I wanted to verify that 
this was not going to create problems for the p2/platform consumption of 
these bundles.
